"We always hear about problems in big cities. Our son Derek Owens joined the Cleveland Police Department to be a part of the solution," his mother, Barbara Owens, said to the crowd.
Officer Derek Owens was shot while on duty Feb. 28, 2008.
"His wife worked mornings so he was the one who combed his daughter's hair. His friends joked and said he made it harder for the other dads because he did such a good job," she added.
She said that her son "has left a legacy of service, integrity and love."
Other family members of fallen officers spoke as well.
