Man arrested in 9-year-old’s sexual assault killed woman in 1999

MASSILLON, Ohio -- Police made an arrest in the sexual assault of a 9-year-old little girl -- and records show it's not the first time the suspect has been accused of a serious crime.

Dennis Menefee, 46, on Wednesday was arrested in Fairfield County, which is south of Columbus, after someone who knows him saw his vehicle on TV and called police.

Menefee was arrested on first degree rape, kidnapping and aggravated menacing charges.

He was accused of snatching a 9-year-old girl off the street in Massillon Monday. He then is accused of driving her to a parking lot where police say he sexually assaulted, beat and threatened her before letting her go.

Surveillance video from a nearby business captured his truck with skulls on the side. That's what led to his arrest.

Meneffee served time in prison after pleading guilty to manslaughter back in 1999.

In that case, he picked a woman up on a street corner in Wyoming, raped her and left her on the side of the road on a night when the wind chill reached 40 degrees below zero. She froze to death.

The woman was Cindy Lee Dixon, the mother of one of two men convicted of murdering Matthew Shepard. The gay 21-year-old man was tortured and murdered in Laramie, Wyoming, back in 1998.

Currently, Menefee is locked up in Fairfield County until authorities bring him back to Massillon so he can be formally charged with this week's attack on the little girl.
