(CNN) — President Barack Obama said Tuesday that the Boston bombings were a “heinous and cowardly act” that the FBI is investigating as an act of terrorism.

“Any time bombs are used to target civilians, it is an act of terrorism,” Obama said, adding that it remained unclear who carried out the attack and why.

At an earlier news conference, Mayor Thomas Menino said, “Boston will overcome.”

Three people, including an 8-year-old boy, died in the bombings, and more than 175 people were wounded.
