CLEVELAND – The FOX 8 I TEAM is investigating what happened after a man called Cleveland 9-1-1 reporting a driver waving a gun in road rage incident, yet police never even filed a full report.

It happened last month near West 150th and Puritas. Richard Kaluba says he was riding his motorcycle with his girlfriend. 9-1-1 recordings show he tells a dispatcher, “He almost ran me off the road and then pulled a gun on us.”

The dispatcher asks for the license plate, says dispatch is broadcasting the information, and she warns the driver not to follow the driver with the gun. Then Kaluba can’t believe it when the dispatcher asks if he wants to make a report?

He answers, “Make a report? You don’t have an officer?”

Ultimately, that caller waited for a police officer in a parking lot. But that meeting didn’t happen until more than 20 minutes after that first 9-1-1 call. And the I TEAM has found, here at headquarters, police never filed a full report on the incident.

By email a Cleveland Police spokesperson wrote, “A zone car responded there and spoke with the caller. The vehicle in question was gone on arrival and was not located.” As for not making a report, “It would depend on what was conveyed to the officers at the time of the inquiry. If the caller wanted to make a complaint, he may do so.”

We recently showed you a passenger arrested after a road rage incident in Westlake. And a man recently got shot and wounded in a case of road rage in Ashtabula County.

Kaluba says he expected more urgency with his call. “I felt like I was ordering a pizza at a pizza place, and you know, within 45 minutes, I’d get my delivery.”

He does not plan to file a complaint with the police department. He says he spoke out to draw attention to the response with the hope that next time it’ll be different.
