INDIANAPOLIS — A new ordinance in Indianapolis means a person can no longer be questioned about their criminal background on an application or during a first-round interview.

It applies to city and county contractors.

According to, the intent is to reduce the number of people who get out of prison only to become repeat offenders when they can’t find work.
