Appeals court: Fired police supervisor involved in deadly chase should be reinstated

CLEVELAND, Ohio — The Fox 8 I-Team has learned that an appeals court has ruled in favor of an earlier ruling that says a Cleveland police supervisor should be reinstated after he was fired following the 2012 deadly police chase and shooting.

The same ruling supports reinstating two other police supervisors who had been demoted.

An arbitrator had ruled the city had just cause to punish Sgt. Michael Donegan, Captain Ulrich Zouhar and Lt. Paul Wilson, but the arbitrator found the penalties were too severe.

The arbitrator suggested a modified or lessened disciplines for all three officers.

Then the city went to court over this and lost.

Now, an appeals court has backed up the earlier decisions.
