FAIRFAX COUNTY, Virginia — A mother in Virginia knew her daughter was a bright kid. But her daughter hated school and ditched class frequently.

The reason? The teacher said the student understood the material and that failing the student wouldn’t really help her academically.

A spokesman for the Fairfax County schools says teachers have leeway when it comes to final grades.
