RICHLAND COUNTY, Ohio -- Authorities in Richland County say they plan to use the animal abuse law named for FOX 8 meteorologist Dick Goddard, to prosecute a suspect in a bizarre crime.

The Mansfield man is accused of stabbing two dogs during a burglary.  The type of crime would usually end with a slap on the wrist, but under Goddard's Law, the offender could end up in prison.
