Man arrested for OVI after urinating in Willoughby police parking lot

WILLOUGHBY, Ohio– A 37-year-old man is facing charges after a bizarre traffic stop Monday night.

The report said Jonathon Marshall Barlow, of Mayfield Heights, was urinating in the Willoughby Police Department parking lot just after 10 p.m. Officers then pulled him over.

When asked what he was doing at the police department, he told the officer he didn’t realize that’s where he was. Police said Barlow failed field sobriety tests and refused to a breathalyzer. He also had marijuana in his coat pocket and smelled of alcohol.

“During the booking, Barlow was apologetic but seemed confused and did not make much sense when he spoke,” the police report said.

Barlow was charged with operating a vehicle under the influence, OVI refusal, failure to reinstate and possession of marijuana.

According to the police report, Barlow was arrested for OVI in Tennessee in 1998, 1999, 2001 and 2002. Last year, he was arrested for OVI in Brooklyn.
