CLEVELAND-- On Dec. 8, 2010, a mid-afternoon snowstorm brought the city of Cleveland to a halt.

Everyone had a story to tell. From downtown to Shaker Heights took drivers three hours, while others waited in traffic for a half hour to move two blocks.

The storm, which hit shortly before rush hour, caught city road crews by surprise. By the time the streets were jammed with cars, city officials said snow plow were useless.
