CLEVELAND -- A female driver saw flashing lights and pulled over, only to be handcuffed, stuffed in the back of her own vehicle and kidnapped.

The Cleveland Division of Police is investigating the incident that happened between the hours of 4 and 5 a.m. Monday.

The victim was in the area of East 123rd Street and Chesterfield when the vehicle behind her started to blink its lights.

She thought it was a police officer, so she stopped.

Police said the person who approached the woman was in plain clothes but wore a gold badge.

He ordered the woman out of the vehicle, handcuffed her and put her in the back seat.

The man then drove her around for a while as another man drove the suspect's vehicle.

Eventually the woman was set free in the area of East 109th Street, but the men took off with her car and cell phone.

The victim's vehicle is a light blue, 2006 Cadillac DTS with Ohio plate FRL468.

The suspect's vehicle is a light beige/two-toned, older model, four-door Lincoln Continental.

Police are investigating.
