VIDEO: Castro Could Have Been Arrested

CLEVELAND -- New video released by the Cleveland Police Department shows suspected kidnapper Ariel Castro during a traffic stop five years ago.

An officer pulled him over on June 12, 2008, for driving a motorcycle with a license plate displayed sideways.

According to police, Castro did not have a motorcycle license.

The officer could have arrested Castro, but decided to let him go with two tickets after Castro told him he was a school bus driver.
