Cowell has reportedly offered new mom Beyonce $100 million a year to become a full-time judge on the show.
The proposed paycheck would be the highest salary on television.
Sources say Cowell thinks the price is right to get the world's top pop star on his panel for its second season.
Earlier this week, Cowell fired judges Abdul and Nicole Scherzinger, as well as host Steve Jones.
Beyonce has a history with the singing competition.
Back in 2008, she appeared on the British version of "The X Factor" as a mentor.
The contestant she coached went on to win the competition.
