Video: Mailman charged after being caught pepper-spraying fenced in dogs

HOUSTON, Texas -- A U.S. Postal Service mail carrier faces charges after using what appears to be pepper spray to ward off three dogs.

KTRK reports that it happened back in June.

Jose Cruz, the owner of Bella, Romeo and Lexi were on one side of a locked gate, and the mailman and mailbox on the other when it happened.

Investigators with the Harris County Precinct 5 Constable's Office says John Oveal, 21, is the mailman in the video. He faces three misdemeanor counts of animal cruelty.

Court records said Oveal told investigators he saw the dogs and their teeth, so he sprayed like he's trained to do.

Photos show the dogs with irritated eyes and discolored coats.

Video of the incident aired on Cruz's local TV channel, and the public demanded a reprimand and arrest.

Cruz said he didn't buy that explanation. He said he didn't want the mail carrier to be fired or even charged. He just wanted him to learn a lesson. To that end, he thinks he has the perfect punishment for the man accused of hurting his dogs.

"I think a little community service SPCA, that's where we got Bella, we rescued her," Cruz said. "It kind of hurts what he did."
