Authorities Search for Unregistered Alliance Sex Offender

ALLIANCE, Ohio – The state’s chief law enforcement officer is asking for the public’s help in finding a wanted sex offender who last resided in Alliance.

According to a release from the office of Ohio Attorney General Mike DeWine, Michael Francis Kelly, 36, is wanted for stopping to follow his registration requirements.

Kelly spent four years in prison following a 2004 conviction on a charge of importuning. According to DeWine’s office, court records show his victim was a juvenile female.

As part of his sentence Kelly was to register his address with law enforcement once a year, in the community he lives, for the remainder of his life. According to DeWine’s office Kelly registered his address once, and was never heard from again.

Authorities with the Stark County Sheriff’s Office issued a warrant for his arrest in 2009.

Kelly’s last known address was on South Freedom Avenue in Alliance.

According to Dewine’s office Kelly has several distinctive tattoos, including “TAZ” on his chest, a vampire on his left shoulder, a skull on his right arm and left calf, and a tribal tattoo on his left arm.
